This is the Engineer DR-61 "Bit Pit" - a 6.35mm (¼") hex screwdriver/drill bit holder for on-the-go bit storage allowing one-handed use in any work situation (working at height etc).

This is not a magnetic bit holder, but instead uses a precisely engineered hold/release mechanism to hold the bit securely.
